Renters Reform Bill – published!

Sweeping reforms to the private rental sector have been published as the long-awaited Renters’ Reform Bill had its first reading – though it could take months to pass through parliament.

After months of waiting, the Government has published the long-awaited Renters’ Reform Bill - the biggest shake-up of the private rented sector in several decades.

This is seen as the most significant reform of private renting since the 1988 Housing Act.

  • There are around 11 million private renters across England.
  • There are around 2.7 million landlords.

The Bill announces that the following proposals will be brought before Parliament:

  • Landlords will now no longer be able to take back possession of rental properties using Section 21.
  • A new Ombudsman will be set up to settle disputes and relieve pressure on the courts system.
  • Alongside these proposals a digital Property Portal to better inform landlords and tenants of their rights and obligations will also be established.
  • Tenants will be granted the legal right to request that a pet be allowed to stay in their rental property.
