Energy Performance Certificates (EPCs) Consultation

On 4th December, the UK Government published the first of two consultations on energy efficiency. This consultation outlines proposed changes to the calculation of Energy Performance Certificates (EPCs), with a focus on prioritising low-carbon heating.

The Government aims to reform the EPC assessment method to include new metrics such as carbon emissions, fabric performance, and heating systems. It also seeks to strengthen existing regulations by requiring more frequent assessments and ensuring that all rented properties have an up-to-date EPC throughout the tenancy.

These changes will require landlords to obtain new, more detailed EPC assessments more frequently. The new EPC metrics are expected to be introduced in the second half of 2026, followed by a transition period. Additionally, the Government is developing a Home Energy Model for domestic buildings, which will inform the new EPC methodology and will be consulted on in 2025.

The Government has confirmed that rented properties will need to achieve an EPC C rating by 2030. The EPC consultation is open for input until 26th February 2025. For further details or to respond to the consultation, more information can be found here.
